The Coalition for Smarter Transportation was formed in April of 2018 as public, and private sector organizations from across the nation came together to make our transportation system smarter.

The Coalition for Smarter Transportation was formed with the understanding that we must be “smarter” about our transportation and infrastructure policies. We can no longer depend on capital investment alone to fix our transportation system. At all levels of government, we need smarter transportation policies that not only look to increase infrastructure investment but also pave the way to a better performing transportation system. We can no longer afford to only pay for infrastructure; we must enact policies that invest in programs and projects that improve the effectiveness and efficiency of our transportation system.

Smarter Transportation incorporates two concepts:

  • We must be “smarter” about our transportation and infrastructure policies. We can no longer simply fix our transportation system with capital investment. We need to build, plan, and operate our transportation system more efficiently.
  • We need to better integrate technology into our highway & transit systems. We need to look at decades-old policies and practices and reform them to incorporate and leverage new technologies.

In short – Smart Transportation means that we need to push for policies, practices, and programs that get the most ROI from our infrastructure investment.

  • Proactive Outreach- The Coalition for Smarter Transportation will be a proactive voice to policymakers and the media
  • Media Resource – The Coalition for Smarter Transportation will be the organization that the media turns to when it has questions or needs a comment

Advocacy & Outreach* – The Coalition for Smarter Transportation will be the coalition that pushes for smarter policies at the Federal, State, and local level. We will do so by:

  • Actively promoting best practices
  • Providing technical assistance
  • Outreach and direct advocacy
  • Involving policymakers at all levels of government
Who We Are
Jason Pavluchuk - Policy Director

Jason Pavluchuk – Policy Director – Jason brings 20 years of transportation policy and advocacy expertise. He has been involved with developing, advocating, and implementing policy pieces at the Federal, State, and local level. Jason has a unique understanding of both the policy and business aspects of transportation that is used to create policies that truly move the needle.

Jason is an avid soccer player and hailing from the great city of Buffalo is a die-hard Bills and Sabres fan. He is fortunate to have found someone that accepts his sense of humor and decided to have marry him and has two wonderful children that tolerate him and perhaps take after him a little more than he or his wife is comfortable with.

Experts & Contributors
David Judd - Innovation Consultant

David Judd – David’s career ranges from transit marketing to traffic management, focusing on integrating services with the private sector particularly in the area of Transportation Demand Management.  His background includes incident management, contingency planning, operations and public information.  He has been responsible for monitoring and evaluating Commuter Benefit legislation and compliance with the tax code.

David’s experience also includes public and private sector positions that focused on rail station development, parking management, ITS and standardized bus operator training programs.  He has worked for Edenred Commuter Benefit Solutions (Commuter Check), Parsons Brinckerhoff, the Port Authority of NY and NY (TRANSCOM & TransitCenter), NJ Transit and AFL-CIO Appalachian Council.  He is also a member of the Board of Directors of the Association for Commuter Transportation (ACT) and the Union County (NJ) Transportation Advisory Board and a volunteer with the Downtown Westfield (NJ) Corporation. David has a BA in Urban Affairs and Masters of Public Administration from The George Washington University.
