On March 25th at 2:00 ET, the Coalition for Smarter Transportation will host a webinar entitled ‘Emergency Response — Developing Contingency Plans’. This event will feature two experts who will discuss steps that employers and municipal governments can take during a crisis to maintain some level of continuity. The webinar was originally planned for later this summer however we are moving it up given the current crisis. In this webinar we will hear from:
- Elham Shirazi, principal of e-planning, with over thirty years of experience, Elham will provide information that every organization needs to set up telework plans in a time of crisis. Elham has been an instrumental player in the development of contingency plans following numerous crises and incidents around the globe.
- David Judd – David was part of a team of experts brought together for an FTA funded project which designed a training program for municipal governments to plan for recovery. We will hear from David on lessons learned from that project and how municipal governments can be better prepared to recover from emergencies.

Elham Shirazi, principal of e-planning, has 33 years of experience in developing telework and flexible scheduling programs. Elham Shirazi is a certified WBE/DBE in the States of CA, GA, CT, NY, MA, MN, and FL. She has developed resource materials, conducted training workshops, worked with hundreds of employers, and evaluated the impacts of telework and flexible scheduling on employers, employees, and trip reduction. She has also helped develop regional telework resources and flexible scheduling and assistance programs throughout California, Florida, Georgia, Washington DC, Colorado, Texas, Connecticut, Minnesota, Washington, and Arizona.
David Judd, Transportation Consultant with over 30-years of diversified experience in a broad range of transportation-related positions including, market development, management regional and multi-modal transportation programs, experience in Federal legislation, capital programming, data analysis, and technical research, organizing and managing regional, interagency traffic management contingency plans for incidents and special events.
