Last week, the NY legislature passed legislation authorizing New York City to develop a congestion pricing program in Manhattan. While many of the details are still to be worked out, this is a significant development.
CoaST policy director Jason Pavluchuk had this to say:
The Coalition for Smarter Transportation applauds New York for taking this monumental step. Congestion pricing can be an important tool that manages a transportation system. We urge policy makers to include dynamic capabilities in their pricing that take into consideration vehicle occupancy, time of day, and other factors that can truly change transportation behavior. CoaST looks forward to working with the City and its policy makers on this issue.
