On Monday, July 30, the Federal Highway Administration (FHWA) posted the Transportation Performance Management (TPM) Implementation Plan on the TPM website. According to USDOT, ‘The TPM Implementation Plan’ aims to support FHWA division offices, State Departments of Transportation (DOTs), metropolitan planning organizations (MPOs), and other stakeholders with implementing TPM requirements through clear communication of overarching goals, specific activities, and timelines set forth by FHWA.
Also, the FHWA released: “The Congestion Mitigation and Air Quality Improvement Program: A Guidebook for Preparing Performance Plans for Metropolitan Planning Organizations.”
The CMAQ guidebook is an important tool that will help States & MPOs understand how to implement performance measures, this will have an impact on project selection.
